Moving Forward Act

Addresses provisions related to federal-aid highway, transit, highway safety, motor carrier, research, hazardous materials, and rail programs of the Department of Transportation (DOT). Among other provisions, the bill extends FY2020 enacted levels through FY2021 for federal-aid highway, transit, and safety programs; reauthorizes for FY2022-FY2025 several surface transportation programs, including the federal-aid highway program, transit programs, highway safety, motor carrier safety, and rail programs; addresses climate change, including strategies to reduce the climate change impacts of the surface transportation system and conduct a vulnerability assessment to identify opportunities to enhance the resilience of the surface transportation system and ensure the efficient use of federal resources; revises Buy America procurement requirements for highways, mass transit, and rail; establishes a rebuild rural grant program to improve the safety, state of good repair, and connectivity of transportation infrastructure in rural communities; implements new safety requirements across all transportation modes; and directs DOT to establish a pilot program to demonstrate a national motor vehicle per-mile user fee to restore and maintain the long-term solvency of the Highway Trust Fund and achieve and maintain a state of good repair in the surface transportation system.

American Dream and Promise Act of 2019

Cancels and prohibits removal proceedings against certain aliens and provides such aliens with a path toward permanent resident status. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall cancel removal proceedings against certain aliens who entered the United States as minors and grant such aliens conditional permanent residence status for 10 years. The bill imposes various qualification requirements, such as the alien being continuously physically present in the United States and being enrolled in or having completed certain educational programs. DHS shall establish streamlined procedures to apply for conditional permanent residence for aliens who received Deferred Action for Childhood Arrivals (DACA) status and were not disqualified for renewal. DHS shall remove the conditional permanent resident status granted to such aliens, if the alien applies and meets certain requirements, such as completing certain programs at an educational institution or serving at least two years in the Uniformed Services and being discharged honorably. DHS or DOJ shall cancel removal proceedings against certain aliens who qualified for temporary protected status or deferred enforced departure status on certain past dates (both statuses temporarily protect covered aliens from removal). For such aliens who apply and pass the required background checks, DHS shall grant permanent residence status. DHS may not use information from applications to adjust status under this bill for immigration enforcement purposes. DHS shall establish a grant program for nonprofit organizations that assist individuals with certain immigration-related issues.

COVID–19 Youth Sports and Healthy Working Families Relief Act

Establishes measures to provide economic assistance to youth sports providers, programs, and organizations in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill (1) requires the Small Business Administration to establish a loan program for youth sports providers affected by COVID-19, (2) expands the Child and Dependent Care Tax Credit to include expenses for youth physical activities, (3) makes certain sports and fitness expenses eligible to be paid for with Health Savings Accounts and Flexible Spending Accounts (FSAs), and (4) increases the maximum contribution per household for Dependent Care FSAs.

Addresses health care, presumption of service-connection, research, resources, and other matters related to veterans who were exposed to toxic substances during military service. The bill provides eligibility for Department of Veterans Affairs (VA) medical care, including mental health services and counseling, to veterans who (1) participated in a toxic exposure risk activity (a qualifying activity that requires a corresponding entry in an exposure tracking record system), (2) served in specified locations on specified dates, or (3) deployed in support of a specified contingency operation. The bill establishes the Formal Advisory Committee on Toxic Exposure to assist with the various procedures in establishing or removing presumptions of service-connection. The bill modifies or establishes the presumption of service-connection for certain conditions or purposes for various groups of veterans. Among other requirements, the VA must provide a veteran with a medical examination regarding the nexus between a disability and toxic exposure risk activity if a veteran submits a disability compensation claim for a service-connected disability with insufficient evidence, incorporate a clinical questionnaire to help determine potential toxic exposures as part of the initial screening conducted for veterans with a VA primary care provider, and establish a registry for current or past members of the Armed Forces who may have been exposed to per- and polyfluoroalkyl substances due to the environmental release of aqueous film-forming foam at a Department of Defense location.

Affordable Housing Credit Improvement Act of 2021

Revises provisions of the low-income housing tax credit and renames it as the affordable housing credit. The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2021 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments, and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to increase state allocations of the credit; repeal the qualified census tract population cap; prohibit local approval and contribution requirements; increase the credit for certain projects designated to serve extremely low-income households; increase the credit for certain bond-financed projects designated by state agencies; eliminate the basis reduction for properties that receive certain energy-related tax benefits; and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

Violence Against Women Act Reauthorization Act of 2021 Violence Against Women Act Reauthorization Act of 2021

Modifies and reauthorizes through FY2026 programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. The bill also authorizes new programs, makes changes to federal firearms laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

Restaurant Revitalization Fund Replenishment Act of 2021

Provides an additional $60 billion in FY2021 for the Restaurant Revitalization Fund, which was established to support restaurants and other food and beverage purveyors in response to COVID-19.

State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act

To amend title VI of the Social Security Act to allow States and local governments to use coronavirus relief funds provided under the American Rescue Plan Act for infrastructure projects, improve the Local Assistance and Tribal Consistency Fund, provide Tribal governments with more time to use Coronavirus Relief Fund payments, and for other purposes.
