Relating To Housing.

Establishes a Homeownership Housing Revolving Fund within HHFDC to provide loans to nonprofit housing development organizations and community development financial institutions for the development of affordable homeownership housing projects under a self-help housing program. Establishes the qualified nonprofit housing trust program to authorize HHFDC to provide loans to qualified nonprofit housing trusts and nonprofit community development financial institutions to develop affordable housing units. Makes an appropriation into and out of the qualified nonprofit housing trust revolving fund. Effective 1/1/2050. (SD1)

Relating To The Habitat Conservation Preserve.

Requires the University of Hawaii to establish a habitat conservation preserve at its West Oahu campus.

Relating To Cesspools.

Establishes a temporary income tax credit until 12/31/2035 for costs of cesspool upgrade, conversion, or connection. Requires the upgrade, conversion, or connection of cesspools upon sale of real property or within 12 months of the date of sale recordation, with certain exemptions. Appropriates funds for additional positions to monitor and enforce cesspool upgrades, conversions, and connections. Effective 7/1/2100. (HD1)

Relating To Affordable Housing.

Establishes a rent stabilization law applicable to all rental units that are designed for rental use or are rented, with certain exceptions. Establishes the rent stabilization advisory committee to be headed by the executive director of the Hawaii public housing authority and director of commerce and consumer affairs. Requires the legislative reference bureau to conduct a study on actions that other states have taken to incentivize landlords to stabilize rents.
