Part I: Purpose section. Part II: Establishes the strategic development programs revolving fund and transfers powers, duties, and programs of the Hawaii Strategic Development Corporation (HSDC) under Hawaii Technology Development Corporation (HTDC). Part III: Makes conforming amendments. Part IV: Repeals HSDC and transfers all duties, employees, rules, records, and equipment from HSDC to HTDC. Part V: Lowers the cap on the technology special fund and transfers unencumbered balances to the general fund. Part VI: Appropriates funds for HSDC to transfer assets and continue the strategic development programs within HTDC. (HB624 CD1)
Transfers to the natural energy laboratory of Hawaii authority operational authority over the makai research pier located at the southeast corner of Oahu. Authorizes the director of finance to issue general obligation bonds for the natural energy laboratory of Hawaii authority to repair and upgrade the makai research pier. (SD2)
Requires the Hawaii Tourism Authority to develop a brand management plan, which includes promoting tourism in the State with destination marketing and other organizations. Allows the Hawaii Tourism Authority to withhold sensitive information from public disclosure if it may be harmful to business interests or necessary to protect Hawaii’s competitive advantage as a visitor destination. Requires the Hawaii Tourism Authority’s annual report to include expenditures with descriptions and evaluations of programs funded, and recommendations. Makes various clarifying and housekeeping amendments throughout chapter 201B, HRS.
Requires lessors of rental motor vehicles to include an option to the lessee in the motor vehicle agreement to contribute a sum to the department of land and natural resources for the preservation and protection of the environment beginning July 1, 2015. Repeals July 1, 2018. (SD1)
Establishes the Hale Kokua Program within the Department of Human Services to incentivize homeowners statewide to set aside dwelling units for rental by families or individuals classified as employed but homeless or who have steady income from a government source. Appropriates funds for the Hale Kokua Program. Effective July 1, 2025. (SD1)
Repeals sections of part VIII, Act 51, Session Laws of Hawaii 2004. Transfers rights and resources related to capital improvement programs, repair and maintenance functions, and operation of a central human resources system for DOE employees from DOE to DAGS and DHRD, respectively.
Authorizes each county to impose a surcharge on transient accommodations tax. Changes the transient accommodations tax rate to an unspecified amount. Repeals the distribution of transit accommodations tax revenues to the counties. (HB631 HD1)
Reclassifies and repeals various non-general funds, as recommended by the Auditor in Auditor’s Report No. 14-13. Effective 7/1/2050. (SD1)
