Maryland Pediatric Cancer Fund – Establishment and Income Tax Checkoff

Establishing the Maryland Pediatric Cancer Fund; establishing the Maryland Pediatric Cancer Advisory Committee to review and evaluate requests for funding from the Fund; requiring the Secretary to adopt regulations to implement a pediatric cancer grant program; requiring the Comptroller to include a checkoff on individual income tax return forms for voluntary contributions to the Fund and to include certain information in each individual income tax return package; etc.

Vehicle Laws – Plug-In Electric Drive Vehicles – Reserved Parking Spaces

Prohibiting a person from stopping, standing, or parking a vehicle that is not a plug-in electric drive vehicle plugged into charging equipment in a parking space that is designated for the use of plug-in electric drive vehicles; establishing certain standards for signage designating reserved parking for certain plug-in electric drive vehicles; requiring that a parking space that is for the use of plug-in electric drive vehicles be counted as part of the overall number of parking spaces for purposes of complying with certain laws; etc.

Requiring the Maryland Transit Administration to establish certain investment programs for enhancing certain rail lines and services operated by the Maryland Area Regional Commuter rail service; requiring the Administration to advance certain rail projects in fiscal year 2023; and requiring the Administration to conduct a certain study.

Authorizing certain individuals to petition a court to remove from public inspection certain records relating to an action for repossession of residential property for failure to pay rent; establishing certain procedures and requirements for the consideration of a petition to shield records under the Act; etc.

Environment – Synthetic Turf and Turf Infill – Chain of Custody

Requiring a producer of synthetic turf and turf infill sold or distributed in the State to establish a system, by January 1, 2023, to track the chain of custody of the synthetic turf and turf infill and report the chain of custody to the Department of the Environment, except under certain circumstances; requiring the Department to maintain a website that displays all chain of custody information, names and contact information of certain persons, and a list of the brands; making a violation of the Act a civil offense; etc.

State Highway Administration – Pedestrian and Bicyclist Fatalities – Infrastructure Review (Vision Zero Implementation Act of 2022)

Requiring the State Highway Administration to conduct an infrastructure review of each pedestrian or bicyclist fatality that occurs on a State highway or at an intersection of a State highway and another highway or a municipal street to identify certain deficiencies and identify appropriate corrective actions; and requiring the Administration to complete the review within 6 months and publish the review on its website.
