Allocates funds from TAT revenue directly to the Hawaii Tourism Authority, rather than through the Special Land and Development Fund, to improve certain state resources and services. Requires DLNR to submit an annual list to HTA of proposed projects for the HTA Strategic Plan. Requires HTA to submit an annual report of certain projects undertaken in accordance with the HTA Strategic Plan. Effective on 7/1/2099. (HD1)
Regulates wheel booting operations by providing for situations when a wheel boot may be applied, limiting the charge for unlocking the wheel boot to $25, and establishing notification, signage, insurance, and release requirements. (HB1100 HD1).
Authorizes the designation of areas or regions of public lands classified as commercial, industrial, resort and hotel, and the establishment and implementation of guidelines for the redevelopment of the areas or regions. Designates the public lands on the Waiakea peninsula on the island of Hawaii as the Waiakea Peninsula Redevelopment District. Allows the Board of Land and Natural Resources to issue a rent reduction or waiver for certain lessees’ expenses for demolition or provision of basic infrastructure. Authorizes a local redevelopment agency to contract with a developer for construction of non-residential projects on public land within a redevelopment area. Exempts the costs of construction of work or improvements of a redevelopment project from general excise and use taxes. Takes effect upon the County of Hawaii repealing the Banyan Drive Hawaii redevelopment agency. Makes an appropriation. Effective 7/1/2050. (HD1)
Assigns to the Hawaii tourism authority the responsibilities for film, television, digital, and new media development. Repeals the film industry activities within the department of business, economic development, and tourism and makes conforming amendments. Requires the Hawaii tourism authority to restructure the debt service for state obligations related to the convention center. Appropriates funds from the savings from any such restructuring to be deposited into the film, television, digital, and new media development special fund for fiscal year 2012-2013 and fiscal year 2013-2014. Appropriates funds from the special fund to the Hawaii tourism authority for implementation of the film, television, digital, and new media development activities. Effective 7/1/2050. (SD1)
Amends the motion picture, digital media, and film production tax credits to increase the tax credits to unspecified percentages and dollar amounts and to provide additional non-refundable tax credits for qualified media infrastructure projects in certain qualifying counties; provides an additional tax credit for qualified special or visual effects and animation production costs; raises the tax credit caps to unspecified amounts. Part I ensures that claimants who receive GET exemptions continue to meet all criteria necessary to receive the exemptions. Increases the transparency of the process of approving and certifying certain GET exemptions. Adds a residency requirement for households in certain housing projects to qualify rental income from those households to be GET exempt. Amends the method of calculating the gross annual income of households to qualify certain persons or firms for a GET exemption. Part II provides a temporary tax credit for residential construction and remodeling projects. Requires a report to the legislature comparing the impact on jobs and the state budget for various tax credit schemes. Sunsets 12/31/2013. Effective 7/1/2020.
Authorizes the department of human services to provide housing assistance subsidies of up to $500 per month to TANF and TAONF program participants who are participating in the first-to-work program. Appropriates funds. Effective 7/1/2050. (HD1)
Clarifies the group of professionals who are prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility. Repeals the landlord exclusion. Requires the Department of Health to prioritize complaint allegations based on severity for inspections of state-licensed or state-certified care facilities. Effective 7/1/2060. (HD1)

Establishes the housing choice voucher landlord incentive program. Requires the Hawaii public housing authority to adopt rules without regard to chapter 91, HRS, to establish specified incentives for landlords who participate in the tenant-based assistance housing choice voucher program under section 8 of the United States Housing Act of 1937. Requires that the Hawaii public housing authority adopt rules to establish a maximum of fifteen days after receipt of an owner’s or landlord’s inspection request as a reasonable time within which to inspect a dwelling unit for lease under the section 8 housing choice voucher program.
