To amend sections 5701.11 and 5751.01 of the Revised Code to expressly incorporate changes in the Internal Revenue Code since December 20, 2012, into Ohio law, to allow a distribution center to qualify for the commercial activity tax exclusion for receipts from sales to qualified distribution centers if it does not currently meet the exclusion requirements but expects to meet those requirements within three years, and to declare an emergency.

H.B. 59 of the 130th General Assembly, Section 13 of Sub. H.B. 477 of the 130th General Assembly, Sections 551.10 and 733.20 of Am. Sub. H.B. 483 of the 130th General Assembly, Section 5 of Am. Sub. H.B. 486 of the 130th General Assembly, and Section 13 of Am. Sub. H.B. 487 of the 130th General Assembly; to amend section 118.023 of the Revised Code as amended by this act to terminate certain of its amendments by this act two years after their effective date; to amend the versions of sections 340.01, 340.03, 340.15, and 5119.21 of the Revised Code that are scheduled to take effect September 15, 2016, to continue the provisions of this act on and after the effective date, to amend the version of section 4501.01 of the Revised Code that is scheduled to take effect January 1, 2017, to continue the provisions of this act on and after the effective date, to make operating appropriations for the biennium beginning July 1, 2015, and ending June 30, 2017, to provide authorization and conditions for the operation of state programs, to amend section 102.01 and to repeal sections 103.61, 103.62, 103.63, 103.64, 103.65, 103.66, and 103.67 of the Revised Code on January 1, 2016, to terminate those laws on that date, and to provide that the amendments by this act to section 5124.67 of the Revised Code terminate on July 1, 2018, when section 5124.67 of the Revised Code is repealed on that date.
To amend sections 9.981, 105.41, 111.26, 123.01, 125.29, 126.03, 126.11, 154.06, 154.24, 307.021, 307.022, 5120.102, 5120.104, 5120.29, 5120.47, 5139.23, and 5139.36 of the Revised Code and to make capital appropriations and changes to the law governing capital projects and to make reappropriations for the biennium ending June 30, 2016.
To amend sections 121.35, 121.37, 123.01, 124.11, 125.602, 125.603, 127.16, 191.02, 2151.83, 3303.41, 3304.11, 3304.12, 3304.13, 3304.14, 3304.15, 3304.16, 3304.17, 3304.18, 3304.181, 3304.182, 3304.19, 3304.20, 3304.21, 3304.22, 3304.23, 3304.231, 3304.24, 3304.25, 3304.27, 3304.28, 3304.41, 3501.01, 3798.01, 4112.31, 4121.69, 4123.57, 4503.44, 4511.191, 5107.64, 5111.709, 5120.07, 5123.022, and 5126.051; to amend, for the purpose of adopting new section numbers as indicated in parentheses, sections 3304.14 (3304.15), 3304.15 (3304.16), and 3304.16 (3304.14); and to repeal sections 3304.26 and 3304.38 of the Revised Code to replace the Rehabilitation Services Commission with the Opportunities for Ohioans with Disabilities Agency, to require the Governor to appoint the Opportunities for Ohioans with Disabilities Commission within the Agency, to revise definitions in the law governing the Agency, and to make related organizational changes.
To amend sections 2923.12, 2923.126, 2923.128, and 2923.16 of the Revised Code to modify the requirement that a concealed handgun licensee notify a law enforcement officer that the licensee is carrying a concealed handgun when stopped.
To amend sections 1531.01, 1533.01, 1533.10, 1533.101, 1533.102, 1533.103, 1533.11, 1533.111, 1533.13, 1533.32, and 2923.16 and to enact sections 1533.321 and 1533.38 of the Revised Code to make changes to the laws governing hunting and fishing.
To amend sections 122.85, 131.02, 349.01, 1545.21, 1701.86, 1702.47, 3769.28, 4301.42, 4303.33, 4701.01, 4701.04, 5703.261, 5703.37, 5703.47, 5705.313, 5709.084, 5709.40, 5709.41, 5709.73, 5709.78, 5727.84, 5727.86, 5731.39, 5733.056, 5735.02, 5735.03, 5735.35, 5739.01, 5739.02, 5739.021, 5739.023, 5739.026, 5739.04, 5739.17, 5741.08, 5743.20, 5743.61, 5743.66, 5747.082, 5751.01, 5751.011, 5751.012, 5751.03, 5751.04, 5751.05, 5751.051, 5751.12, 5751.20, and 5751.22, to enact section 5703.061, and to repeal section 5751.032 of the Revised Code to make changes to the laws governing the assessment, levy, and collection of taxes in the state and to the laws governing public accounting firm peer review.
