Authorizing governing bodies of municipalities and counties to abandon and convey their interests in certain roads and rights-of-way dedicated in a recorded residential subdivision plat to community development districts under specified conditions; providing that certain governmental entities may not prohibit certain vendors from responding to competitive solicitations of certain contractual services; revising provisions authorizing vehicles and equipment to show or display flashing lights; prohibiting the Department of Transportation and contractors and subcontractors of the department from purchasing specified substances from a borrow pit unless specified conditions are satisfied, etc.

Financial Disclosures

Revising the date by which full and public disclosure of financial interests must be filed electronically; requiring the Commission on Ethics to accept only disclosures in paper form through a specified date; requiring the commission to accept federal income tax returns, financial statements, and other forms or attachments showing sources of income for a specified purpose; requiring members of the Commission on Ethics and the Florida Elections Commission to file a full and public disclosure of financial interests; authorizing the commission to dismiss financial disclosure complaints alleging de minimis violations, etc.

Requiring the Florida Clerks of Court Operations Corporation and the clerks of court to establish a statewide database of guardianship data on or after a certain date; specifying requirements for the database; requiring the corporation to establish a webpage for certain purposes on or after a specified date; requiring the corporation to annually compile and submit certain data to the Office of Program Policy Analysis and Government Accountability (OPPAGA); requiring the Office of Public and Professional Guardians to publish profiles of registered professional guardians on its website, etc.

Construction Defect and Building Code Violation Claims

Revising the limitations period for certain actions founded on the design, planning, or construction of an improvement to real property; revising the circumstances under which a person has a cause of action for a violation of the Florida Building Code; requiring a notice of claim to include an inspection report that is verified by the person conducting the inspection; requiring the court to stay an action if a claimant initiates an action without first accepting or rejecting a supplemental offer, etc.

Use of Drones by Government Agencies

Expanding the authorized uses of drones by law enforcement agencies and other specified entities for specified purposes; requiring the Department of Management Services, in consultation with a specified officer, to publish a list of approved drone manufacturers meeting specified security standards; requiring governmental agencies to discontinue the use of specified drones by a certain date; requiring the department to establish minimum security standards for governmental agency drone use, etc.
