Transitions from lump sum deferred deposit transactions to installment-based small dollar loan transactions. Specifies various consumer protection requirements for small dollar loans. Beginning 1/1/2020, requires licensure for small dollar lenders that offer small dollar loans to consumers. Specifies licensing requirements for small dollar lenders. Authorizes the division of financial institutions to appoint 2.0 FTE examiner positions, funded via the compliance resolution fund, to carry out the purposes of the small dollar installment loan program.
Authorizes the sale of stored property insurance by self-service storage facility owners under certain conditions. Requires self-service storage facility owners to hold a limited lines license in order to sell, solicit, or offer coverage under a stored property insurance policy. (HB269 HD1)
Regulates wheel booting operations by providing for situations when a wheel boot may be applied, limiting the charge for unlocking the wheel boot to $25, and establishing notification, signage, insurance, and release requirements. (HB1100 HD1).
Requires lessors of rental motor vehicles to include an option to the lessee in the motor vehicle agreement to contribute a sum to the department of land and natural resources for the preservation and protection of the environment beginning July 1, 2015. Repeals July 1, 2018. (SD1)
Specifies that a person authorized to collect rent for another person is not required to pay the general excise tax on behalf of the owner. Specifies that transient accommodations brokers are not required to pay the transient accommodations tax unless acting as an operator. Specifies that advertisements through transient accommodations brokers are subject to advertising requirements.

Establishes the Hale Kokua Program within the Department of Human Services to incentivize homeowners statewide to set aside dwelling units for rental by families or individuals classified as employed but homeless or who have steady income from a government source. Part I ensures that claimants who receive GET exemptions continue to meet all criteria necessary to receive the exemptions. Increases the transparency of the process of approving and certifying certain GET exemptions. Adds a residency requirement for households in certain housing projects to qualify rental income from those households to be GET exempt. Amends the method of calculating the gross annual income of households to qualify certain persons or firms for a GET exemption. Part II provides a temporary tax credit for residential construction and remodeling projects. Requires a report to the legislature comparing the impact on jobs and the state budget for various tax credit schemes. Sunsets 12/31/2013. Effective 7/1/2020.
