Correcting references to the government of Frederick County in the Annotated Code of Maryland that will be rendered obsolete after the status of the county is changed from a commission county to a charter county; altering the manner in which specified authority may be exercised in the county; etc.
Requiring a political subdivision to require inspections of multifamily dwellings with balconies at least every 10 years, beginning no later than 10 years after the balcony is constructed, to ensure that each balcony meets specified requirements; authorizing a political subdivision to conduct inspections, to authorize a third party to conduct inspections, or to require a specified professional inspector to conduct and certify the inspections in a specified manner; etc.
Authorizing the Department of Natural Resources to issue lifetime complimentary fishing licenses to an out-of-state person who certifies that the person is a former prisoner of war or a 100% service connected disabled American veteran if the person’s state of residence extends similar privileges to specified individuals; requiring the Department to submit a specified report to the Governor and the General Assembly on or before December 31, 2019; etc.
Repealing certain provisions of law relating to a surviving spouse making an election to take a certain share of the net estate of the decedent; providing that the purpose of the Act is to ensure that the surviving spouse is reasonably provided for during the surviving spouse’s lifetime; providing that a surviving spouse may take a certain elective share amount of a certain estate subject to election; establishing the priority to be used in determining the sources from which a certain elective share amount is payable; etc.
Requiring the State to reduce statewide greenhouse gas emissions through the use of various measures, including the alteration of statewide greenhouse gas emissions goals, the establishment of a net-zero statewide greenhouse gas emissions goal, the development of certain energy efficiency and electrification requirements for certain buildings, and requiring electric companies to increase their annual incremental gross energy savings through certain programs and services; etc.

Exempting returned Peace Corps volunteers who are domiciled in the State from paying nonresident tuition at a public institution of higher education in the State; establishing that returned Peace Corps volunteer students shall be included as in-State residents for the computation of State aid to community colleges; and requiring the Maryland Higher Education Commission to adopt regulations.
