Establishes a new Agricultural Enterprise Program within the Department of Agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the Department, to support and promote agriculture. Establishes the Agricultural Enterprise Special Fund. Makes an appropriation. (SB1167 HD1)

Amends or repeals various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions.

Authorize the Department of Public Safety to maintain a list of independent civil process servers. Amends several statutes to allow process servers to serve specific types of legal documents. (SD1)

Authorizes the board of land and natural resources to approve rental reductions or waivers for leases on public lands that require substantial demolition or infrastructure improvement costs for the lessee to utilize the premises. Sunsets 6/30/2026. (HD2)

Amends various provisions of the Hawaii Revised Statutes and the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, and deleting obsolete or unnecessary provisions. (SD1)

Provides that certain areas within Hawaii Public Housing Authority housing projects are closed to the public. Establishes requirements for signage notifying trespassers of illegal entry. Amends the offense of criminal trespass in the second degree to permit the prosecution of an unauthorized entry or a violation of a prohibition to enter into certain housing projects. (SB967 HD1)

Allows the terms of collective bargaining agreements and associated provisions to be deemed the prevailing wages and terms serving as the basis of compliance with chapter 104, Hawaii Revised Statutes, for the construction of certain rental housing projects. Expands the types of rental housing projects that can be exempt from general excise taxes. (SB1105 HD2)

Amends or repeals various provisions of the Hawaii Revised Statutes or the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, or deleting obsolete or unnecessary provisions. (SB3119 HD2)

Allows a landlord, when processing an application to rent residential property, to charge an application screening fee up to a maximum of $25 for the cost of requesting a tenant report or credit report for a potential tenant. Requires landlords to refund any unused amount of the application screening fee and, upon request, provide a receipt of the fee and a copy of any report obtained via the screening process to the applicant. Creates a new chapter on “source of income” discrimination in rental transactions, adds definitions, and enforcement remedies by direct civil action. (SD1)
