Relating To Energy Modernization At The University Of Hawaii System.

Requires UH to develop a microgrid plan for one demonstration project at any property on Oahu owned, leased, or controlled by UH. Authorizes UH to select the location for the project. Requires UH to collaborate with the local electric utility. Requires quarterly status reports to the legislature. Requires UH to submit the microgrid plan to the legislature prior to the regular session of 2019. Defines “microgrid”. Effective 7/1/2050. (SD2)

Transient Accommodations Tax Revenues; Turtle Bay Conservation Easement

Establishes a method to use transient accommodations tax revenues to pay the debt service on revenue bonds issued by the Hawaii tourism authority to acquire a conservation easement in Turtle Bay, Oahu. (CD1)

Relating To The Transient Accommodations Tax.

Allocates funds from TAT revenue directly to the Hawaii Tourism Authority, rather than through the Special Land and Development Fund, to improve certain state resources and services. Requires DLNR to submit an annual list to HTA of proposed projects for the HTA Strategic Plan. Requires HTA to submit an annual report of certain projects undertaken in accordance with the HTA Strategic Plan. Effective on 7/1/2099. (HD1)

Hawaii Tourism Authority; Brand Management Plan

Requires the Hawaii Tourism Authority to develop a brand management plan, which includes promoting tourism in the State with destination marketing and other organizations. Allows the Hawaii Tourism Authority to withhold sensitive information from public disclosure if it may be harmful to business interests or necessary to protect Hawaii’s competitive advantage as a visitor destination. Requires the Hawaii Tourism Authority’s annual report to include expenditures with descriptions and evaluations of programs funded, and recommendations. Makes various clarifying and housekeeping amendments throughout chapter 201B, HRS.

Environmental Conservation; Optional Contribution; Rental Motor Vehicles

Requires lessors of rental motor vehicles to include an option to the lessee in the motor vehicle agreement to contribute a sum to the department of land and natural resources for the preservation and protection of the environment beginning July 1, 2015. Repeals July 1, 2018. (SD1)

Relating To State Lands.

Requires the Board of Agriculture and the Agribusiness Development Corporation to ensure the timely collection of lease payments, track lessees that are in arrears of lease payments, and offer payment plans for lessees in arears. Authorizes the BLNR to allow payment plans for a breach or default of a lease or patent. Prohibits land leased by the Agribusiness Development Corporation from being assigned or sublet without Corporation approval. (HB1117 HD2)

Establishes the Hale Kokua Program within the Department of Human Services to incentivize homeowners statewide to set aside dwelling units for rental by families or individuals classified as employed but homeless or who have steady income from a government source. Appropriates funds for the Hale Kokua Program. Effective July 1, 2025. (SD1)

Establishes a licensure requirement for durable medical equipment suppliers participating in the nationwide competitive bidding program. Appropriates funds from the office of health care assurance special fund to administer the durable medical equipment licensing program.
