To require the director of commerce to provide the office of budget and management with the proper data file to withhold from an unclaimed funds payment for any legal amount in an agreement to compensate a registered finder and to pay that amount directly to the finder and to make other changes in the Unclaimed Funds Law.

To permit a motorcycle operator to back the motorcycle into an angled parking space, to codify the restrictions that apply to a person who operates a motorcycle pursuant to a motorcycle temporary instruction permit, to clarify the penalties for operating a motorcycle without having either a motorcycle endorsement or the proper restricted license, and to provide generally that lighted daytime running lights satisfy the requirement that motor vehicles display lighted lights at any time when the vehicle’s windshield wipers are in use because of precipitation on the windshield.

To expressly incorporate changes in the Internal Revenue Code since December 20, 2012, into Ohio law, to allow a distribution center to qualify for the commercial activity tax exclusion for receipts from sales to qualified distribution centers if it does not currently meet the exclusion requirements but expects to meet those requirements within three years, and to declare an emergency.

To make survivors of part-time, reserve, volunteer, and certain other police officers killed in the line of duty eligible for benefits from the Ohio Public Safety Officers Death Benefit Fund; to increase the benefit payable from the Volunteer Fire Fighters’ Dependents Fund to survivors of volunteer firefighters killed in the line of duty; and to make survivors of certain emergency medical personnel eligible for benefits from the Volunteer Fire Fighters’ Dependents Fund.

To amend sections 9.03, 124.93, 125.111, 153.59, 153.591, 340.12, 511.03, 717.01, 1501.012, 1751.18, 2927.03, 3113.36, 3301.53, 3304.14, 3304.50, 3313.481, 3314.06, 3332.09, 3721.13, 3905.55, 4111.17, 4112.01, 4112.02, 4112.021, 4112.04, 4112.05, 4112.08, 4117.19, 4735.16, 4735.55, 4757.07, 4758.16, 4765.18, 5104.09, 5107.26, 5111.31, 5119.623, 5123.351, 5126.07, 5515.08, and 5709.832 of the Revised Code to prohibit discrimination on the basis of sexual orientation or gender identity, to create an exception for unlawful discriminatory practices concerning admission to or membership in certain religious organizations, to add mediation to the list of informal methods by which the Ohio Civil Rights Commission must attempt to induce compliance with Ohio’s Civil Rights Law before instituting a public hearing, and to amend the version of section 5104.09 of the Revised Code that is scheduled to take effect January 1, 2014, to continue the provisions of this act on and after that effective date.

To authorize certain licensing boards to require corrective action courses as a form of discipline for license holders, to establish professional licensing sanctions regarding the crime of human trafficking, to authorize a court to cancel claims for uncollectible amounts due the court, to authorize a sentencing court to waive, suspend, or modify payment of the costs of prosecution, to define “case” in connection with the imposition of costs in a criminal case, to abolish the Felony Sentence Appeal Cost Oversight Committee, to rename the “Chief Justice of the Court of Appeals” the “Chief Judge of the Court of Appeals,” to modify the requirements for when the Ohio Supreme Court meets, to make changes to the law in relation to the sale of personal property on which there has been placed a lien by an owner of a self-service storage facility, to provide that a principal in a power of attorney may nominate a guardian of the principal’s incompetent adult children, to remove the requirement that the operating agreement of a limited liability company may identify types or categories of activities that do not violate the duty of loyalty only if not manifestly unreasonable, to specify that the operating agreement of a limited liability company may not eliminate the duty of care but may prescribe the standards by which the duty is to be measured, to modify the restrictions on the operating agreement of a limited liability company with respect to the obligation of good faith and the duties of a manager, to make other clarifying changes to provisions contained in Sub. H.B. 48 and Sub. S.B. 117 of the 129th General Assembly, to expressly authorize a county to establish a program for prisoners in the county’s correctional facility to work outside the facility, to make a conforming change related to Am. H.B. 63 of the 129th General Assembly, and to clarify the entity that prescribes forms under R.C. 2151.85.
