Prohibiting a county from receiving specified revenues derived from a State forest or State park reserve and concession operations within a county if the county receives specified State payments in a fiscal year; requiring specified payments to counties for State forests, State parks, and wildlife management areas that are exempt from the property tax; providing for the calculation of the payment; clarifying when land is to be included in the specified calculation; etc.

Landlord and Tenant – Prohibited Lease Provisions – Late Fees for Tenants Receiving Government Benefits

Prohibiting a landlord from including a certain provision in a residential lease that provides for a penalty for the late payment of rent if the tenant receives a government benefit under certain circumstances; and defining the term “government benefit”.

Real Property – Residential Leases – Interest on Security Deposits

Changing the interest rate paid on a security deposit at the end of a tenancy under a residential lease or by a mobile home park owner and when an evicted or ejected tenant makes a timely written demand for return of the security deposit from 3% per annum to the daily U.S. Treasury yield curve rate for 1 year, as of the first business day of each year, or 1.5%, whichever is greater; requiring the Department of Housing and Community Development to maintain on its Web site a specified list or calculator; applying the Act prospectively; etc.

Public Utilities – Consumer Relations – Tenant Payment of Landlord Utility Bills

Authorizing a specified tenant to prevent the termination of specified utility service by applying for a new utility service account; specifying that a specified tenant may not incur liability for specified charges; requiring a specified utility service provider to establish a new utility service account for a specified tenant under specified circumstances; etc.
