Allows landlords to withhold from a security deposit paid by a vacating tenant, reasonable cleaning and trash disposal expenses they have incurred.
Prohibits a landlord, at or prior to the commencement of a tenancy, from charging a prospective tenant more than one month’s rent and a security deposit equal to two (2) months’ rent.

Eliminates the penalty of abating rent in cases where a non-resident landlord fails to designate an agent for service of process and would clarify that the fine for violating this section is civil.
