Assigns to the Hawaii tourism authority the responsibilities for film, television, digital, and new media development. Repeals the film industry activities within the department of business, economic development, and tourism and makes conforming amendments. Requires the Hawaii tourism authority to restructure the debt service for state obligations related to the convention center. Appropriates funds from the savings from any such restructuring to be deposited into the film, television, digital, and new media development special fund for fiscal year 2012-2013 and fiscal year 2013-2014. Appropriates funds from the special fund to the Hawaii tourism authority for implementation of the film, television, digital, and new media development activities. Effective 7/1/2050. (SD1)
Part I ensures that claimants who receive GET exemptions continue to meet all criteria necessary to receive the exemptions. Increases the transparency of the process of approving and certifying certain GET exemptions. Adds a residency requirement for households in certain housing projects to qualify rental income from those households to be GET exempt. Amends the method of calculating the gross annual income of households to qualify certain persons or firms for a GET exemption. Part II provides a temporary tax credit for residential construction and remodeling projects. Requires a report to the legislature comparing the impact on jobs and the state budget for various tax credit schemes. Sunsets 12/31/2013. Effective 7/1/2020.
Authorizes a planned community association or a condominium association to pursue nonjudicial foreclosure for outstanding liens; authorizes payment plans for outstanding liens under certain conditions; allows an association to acquire a unit through credit bidding at auction; specifies notice requirements; prohibits foreclosure of certain junior liens during the pendency of foreclosure on a mortgage. Establishes the geothermal development special fund to be funded by moneys from geothermal leases and geothermal royalties.

Makes a mortgagee in possession or purchaser of residential rental property that has been foreclosed upon subject to a rental agreement between the previous landlord and a tenant.
Requires landlord to give tenant prior notice of a foreclosure action and 30-day notice of foreclosure sale.
