Increasing, from 29 to 30, the number of members of the Maryland Agricultural Commission appointed by the Governor; and requiring the Governor to appoint one member from a list of at least two nominees representing the hemp industry.
Establishing the Task Force to Study Property Appraisal and Valuation Equity to study the misvaluation and undervaluation of property owned by minorities; and requiring the Task Force to report its findings and recommendations to the Governor and the General Assembly by October 31, 2023.
Establishing Juneteenth National Independence Day as a State legal holiday and State employee holiday.
Requiring the State Highway Administration to conduct an infrastructure review of each pedestrian or bicyclist fatality that occurs on a State highway or at an intersection of a State highway and another highway or a municipal street to identify certain deficiencies and identify appropriate corrective actions; and requiring the Administration to complete the review within 6 months and publish the review on its website.
Establishing the Commission to Establish a Maryland Women Veterans Memorial to study establishing a memorial dedicated to Maryland women veterans; and requiring the Commission to submit a preliminary report on its findings and recommendations to the Governor and the General Assembly by February 1, 2023, and a final report by September 30, 2023.
Establishing the Jobs Court Pilot Program in the District Court sitting in Baltimore City to reduce recidivism by offering defendants an opportunity to participate in full-time job training and job placement programs as a condition of probation, an alternative to incarceration, or a condition of pretrial release; and requiring the Administrative Office of the Courts to take certain actions including providing a certain report, in consultation with the Baltimore Workforce Development Board, to the Governor and the General Assembly.
Establishing that the Act applies only to an action brought by a unit of State or local government or by an owner of a residential building against a specified manufacturer of lead pigment for specified damages allegedly caused by the presence of lead-based paint in a residential building; providing that the Act does not apply to specified actions for specified damages arising from personal injury or death or to specified actions against a person other than a manufacturer; etc.
Authorizing the Mayor and City Council of Baltimore City to grant, by law, a specified property tax credit against the property tax imposed on specified apartment buildings in Baltimore City; establishing that specified landlords that provide specified rental discounts to specified police officers may be eligible for the tax credit; establishing the amount of the tax credit; applying the Act to taxable years beginning after June 30, 2017; etc.
Requiring a landlord to provide a residential tenant and each individual at least 16 years old who is authorized to reside at the residential rental property with a State voter registration application within 15 days after the date of occupancy; making a landlord liable for $25 in damages for each voter registration application that the landlord failed to provide; providing that the Act may not be construed to require a landlord to assist residents with completion of the State voter registration application; etc.
