Makes violation subject to fine of $1,000 for first offense, or $5,000 for repeat offense, within five years. Prohibits pesticide application by helicopter to forestland in proximity to certain locations. Requires that certain rules apply in Siskiyou Georegion. Requires that inventoried points of diversion for water use qualifying for spray buffer be entered in department reporting system. Requires report to Legislative Assembly regarding inventory progress. Relating to health care interpreters; declaring an emergency.

Requires companies providing health care interpreters to health care providers to use health care interpreters who are listed on health care interpreter registry as being qualified or certified by Oregon Health Authority. Requires health care providers, including coordinated care organizations, and] companies providing health care interpreters to health care providers to use health care interpreters who are listed on health care interpreter registry as being qualified or certified by Oregon Health Authority. Specifies] Requires authority to adopt by rule exceptions. Directs Commissioner of Bureau of Labor and Industries to establish by rule standards, policies and processes to monitor compliance with and enforce requirements. Requires authority to cooperate with Oregon Council on Health Care Interpreters to] establish registry of qualified and certified health care interpreters and provide statewide health care interpreter training. Requires authority, by September 15, 2020, to make recommendations] report to interim committee of House of Representatives related to health on design of health care interpreter program meeting specified criteria] costs to implement establishment of health care interpreter registry and to provide health care interpreter training. Requires companies providing health care interpreters to register with authority and meet certain requirements.] Makes health care interpreters subject workers for purposes of workers’ compensation benefits. Provides that portion of Oregon Route 35, beginning where highway intersects with U.S. Highway 26 and ending where highway intersects with U.S. Highway 30, shall also be known as Oregon Nisei Veterans World War II Memorial Highway. Provides that portion of Oregon Route 35, beginning where highway intersects with U.S. Highway 26 and ending where highway intersects with U.S. Highway 30, shall also be known as Oregon Nisei Veterans World War II Historic] Memorial Highway. Takes effect on 91st day following adjournment sine die.

Relating to testing cosmetics on animals.

Prohibits manufacturer or supplier from manufacturing, selling, offering to sell or distributing cosmetic or ingredient developed through use of animal test. Prohibits manufacturer or supplier from manufacturing, selling, offering to sell or distributing cosmetic or ingredient developed through use of animal test. Provides certain exemptions. Provides temporary exemption for cosmetic developed through use of animal test, or containing ingredient used in animal test, before effective date of Act. Allows donation of noncomplying cosmetic to homeless shelter, hospital, animal shelter, corrections facility or emergency shelter. Allows receiving entity to distribute cosmetic to individual receiving services from entity. Establishes private right of action for violation of prohibition. Establishes conditions under which aggrieved person may bring action.

Relating to statewide education plans; declaring an emergency.

Directs Department of Education to develop and implement statewide education plan for students who are Native Hawaiian or Pacific Islander. Directs Department of Education to develop and implement statewide education plan for students who are Native Hawaiian or Pacific Islander. Requires all statewide education plans to include strategies that provide for alignment with other statewide education plans. Directs Department of Education to evaluate and revise processes for collection of racial and ethnic data for purpose of developing and implementing statewide education plans. Declares emergency, effective March 9, 2022.

Relating to bias crimes; and declaring an emergency.

Renames crime of intimidation as bias crime. Adds gender identity to list of characteristics of victim, perception of which constitutes defendant’s motive to commit crime. Removes requirement that bias crime in the first degree be committed by two or more persons. Modifies bias crime statistics reported to Department of State Police by law enforcement agencies. Directs department to report data collected from law enforcement agencies to Oregon Criminal Justice Commission. Directs commission to include gender identity as characteristic of victim constituting aggravating factor when characteristic motivated commission of crime. Directs district attorneys to collect data concerning bias-related crimes and report to commission. Appropriates moneys to, and increases limitation on federal funds expenditures for, Department of Justice for distribution to district attorneys for purposes of collecting and reporting data] purposes of carrying out provisions of Act. Directs Department of Justice to establish hate crimes telephone hotline. Directs law enforcement agency responding to bias incident to refer victim to qualifying local victims’ services or to hate crimes hotline. Creates position of Hate Crimes Response Coordinator in department. Directs department to collect data concerning bias crimes and bias incidents and report to commission. Directs commission to analyze all bias crime and bias incident data received from Department of State Police, district attorneys and Department of Justice, and to report on analysis annually to Governor, Legislative Assembly, Attorney General, Oregon District Attorneys Association, Department of State Police and Department of Public Safety Standards and Training. Appropriates moneys to commission for purposes of carrying out data analysis] provisions of Act. Declares emergency, effective on passage.
