Citing this act as “Miya’s Law”; requiring landlords of nontransient or transient apartments to require employees to undergo background screenings as a condition of employment; revising what constitutes reasonable notice for repairs of dwelling units; requiring public lodging establishments licensed as nontransient or transient apartments to take certain actions relating to employee background screenings and keys for dwelling units; prohibiting an operator of a public lodging establishment from offering an hourly rate for an accommodation, etc.
Exempting certain activities involving marijuana from use and possession offenses; authorizing persons age 21 and over to engage in certain activities involving personal use of marijuana in limited amounts; providing for personal cultivation; specifying possession limits; providing for issuance of early approval adult use dispensing organization licenses; providing cultivation center requirements and prohibitions; requiring certain tests to be performed before manufacturing or natural processing of any cannabis or cannabis-infused product or packaging cannabis for sale to a dispensary; providing that marijuana establishments that sell food containing marijuana are considered food establishments for the purposes of specified regulations; removing cannabis from the schedule of controlled substances; providing for sentence review for certain offenders, etc.
Requiring the Department of Economic Opportunity to prioritize certain applications for the Black Business Loan Program; creating the Ocoee Scholarship Program for specified recipients; specifying annual award amounts to recipients participating in the program, etc.
Renaming the executive director of the Department of Economic Opportunity as the Secretary of Economic Opportunity; revising the application process and funding for development grants awarded by the department to local governments; requiring the department to implement an integrated, modular system hosted in a cloud service, rather than an integrated Internet-based system, for the reemployment assistance program; revising the timeline for employers’ responses to notices of benefits claims sent by the department, etc.
Requiring the Department of Law Enforcement to establish by a certain date and maintain a statewide police misconduct registry; specifying information that the registry must contain on all state and local law enforcement officers; requiring the head of each state and local law enforcement agency to periodically submit specified information to the department beginning on a specified date, etc.
Revises records required to be maintained by condominium and homeowners’ association; provides requirements relating to posting of specified documents on condominium and homeowners’ association’s websites; provides that physical copies of certain official records of association are open to inspection by certain persons; requires an outgoing homeowners’ association board or committee member to relinquish administrative rights or controls of an association’s website or other digital or electronic asset of association; deletes provision authorizing condominium, homeowners’, and cooperative associations to prepare report of cash receipts & expenditures in lieu of certain financial statements; provides remedy for condominium, homeowners’, and cooperative associations failing to provide unitowner with copy of financial report; authorizes waiving of financial reporting requirements for more than 3 consecutive years; provides responsibilities of Division of Florida Condominiums, Timeshares, & Mobile Homes.
