Climate Solutions Now Act of 2022

Requiring the State to reduce statewide greenhouse gas emissions through the use of various measures, including the alteration of statewide greenhouse gas emissions goals, the establishment of a net-zero statewide greenhouse gas emissions goal, the development of certain energy efficiency and electrification requirements for certain buildings, and requiring electric companies to increase their annual incremental gross energy savings through certain programs and services; etc.

Maryland Medical Assistance Program – Gender-Affirming Treatment (Trans Health Equity Act of 2022)

Requiring, beginning on January 1, 2023, the Maryland Medical Assistance Program to provide gender-affirming treatment; and prohibiting the Program from issuing an adverse benefit determination related to gender-affirming treatment unless a health care provider with experience prescribing or delivering gender-affirming treatment has reviewed and confirmed the appropriateness of the determination.

Baltimore City and Prince George’s County – Lifeline Low-Cost Automobile Insurance Program

Establishing the Lifeline Low-Cost Automobile Insurance Program to offer certain low cost insurance policies to residents of Baltimore City and Prince George’s County who are in households with a gross annual household income not exceeding 300% of the federal poverty level and who meet certain other requirements; providing that the Program is part of the Maryland Automobile Insurance Fund; requiring the Program, on receipt of a certain premium, to sell, issue, and deliver policies of automobile insurance to certain individuals; etc.

Landlord and Tenant – Prohibited Lease Provisions – Late Fees for Tenants Receiving Government Benefits

Prohibiting a landlord from including a certain provision in a residential lease that provides for a penalty for the late payment of rent if the tenant receives a government benefit under certain circumstances; and defining the term “government benefit”.

Landlord and Tenant – Repossession for Failure to Pay Rent – Lead Risk Reduction Compliance

Requiring an action for repossession for failure to pay rent to contain a certain statement on whether the property is an affected property under certain lead-based paint abatement laws; requiring a court to dismiss an action for repossession for failure to pay rent that does not include certain information on the status of the property as an affected property under certain circumstances; authorizing a court in Baltimore City to adjourn for up to 7 days under certain circumstances; etc.
