Altering the requirements for virtual schools established by the State Department of Education or a county board of education by requiring a teacher education program to include training in the skills and techniques for teaching effectively in a virtual learning environment; authorizing a county board to establish one virtual school but may not include classes for prekindergarten or kindergarten students; prohibiting more than 10% of the students from a single public school to enroll in a virtual school in the county; etc.
Requiring the State to reduce statewide greenhouse gas emissions through the use of various measures, including the alteration of statewide greenhouse gas emissions goals, the establishment of a net-zero statewide greenhouse gas emissions goal, the development of certain energy efficiency and electrification requirements for certain buildings, and requiring electric companies to increase their annual incremental gross energy savings through certain programs and services; etc.
Establishing the Lifeline Low-Cost Automobile Insurance Program to offer certain low cost insurance policies to residents of Baltimore City and Prince George’s County who are in households with a gross annual household income not exceeding 300% of the federal poverty level and who meet certain other requirements; providing that the Program is part of the Maryland Automobile Insurance Fund; requiring the Program, on receipt of a certain premium, to sell, issue, and deliver policies of automobile insurance to certain individuals; etc.
Requiring the Governor’s Office of Small, Minority, and Women Business Affairs to conduct a study of the participation of minority-owned businesses in the alcoholic beverages industry in the State; requiring the Office of the Attorney General and the Department of Transportation to provide staff for the study; and requiring the Office to report its findings and recommendations to the Governor and the General Assembly by January 1, 2023.
Requiring the Department of the Environment, in consultation with the Maryland Department of Health, the Department of Housing and Community Development, and the Department of General Services, to adopt certain regulations on or before June 1, 2024, establishing uniform standards for mold assessment and remediation; authorizing a tenant to deposit the tenant’s rent in an escrow account under certain circumstances; authorizing a tax credit for taxpayers of certain residential properties who incur mold remediation costs; etc.
Requiring a tenant to promptly notify the landlord in a certain manner when the tenant knows or reasonably suspects that the tenant’s dwelling unit contains bed bugs; requiring a landlord notified of the presence or suspected presence of bed bugs to obtain an inspection within 96 hours; authorizing a landlord to enter a dwelling unit for purposes of a certain inspection; establishing that a landlord is responsible for costs associated with inspection of and treatment for bedbugs; etc.
