Relating To Accessory Dwelling Units.

Establishes the housing assistance program, to be carried out by the housing assistance program coordinator, within the department of human services to provide state grants and rental subsidies to private property owners who set aside, construct, or improve accessory dwelling units on their properties and rent the units to families or individuals who are homeless. Establishes the temporary housing assistance program commission and positions to support the housing assistance program. Appropriates funds. Sunsets 6/30/2027.

Relating To Temporary Assistance For Needy Families.

Authorizes the department of human services to provide housing assistance subsidies of up to $500 per month to TANF and TAONF program participants who are participating in the first-to-work program. Appropriates funds. Effective 7/1/2050. (HD1)

Relating To Energy.

Allows for new and upgraded electric vehicle charging stations having a single port to qualify for a rebate. Eliminates the annual cap on rebates. Increases flexibility of the Public Utilities Commission to administer the electric vehicle charging station rebate program. Increases maximum percentage of rebate program appropriations that may be expended for administrative costs and allows for marketing and outreach expenses to be included within allowable administration costs of the electric vehicle charging station rebate program. Relating To Cesspools.

Establishes a temporary income tax credit until 12/31/2035 for costs of cesspool upgrade, conversion, or connection. Requires the upgrade, conversion, or connection of cesspools upon sale of real property or within 12 months of the date of sale recordation, with certain exemptions. Appropriates funds for additional positions to monitor and enforce cesspool upgrades, conversions, and connections. Effective 7/1/2100. (HD1)

Relating To Affordable Housing.

Establishes a rent stabilization law applicable to all rental units that are designed for rental use or are rented, with certain exceptions. Establishes the rent stabilization advisory committee to be headed by the executive director of the Hawaii public housing authority and director of commerce and consumer affairs. Requires the legislative reference bureau to conduct a study on actions that other states have taken to incentivize landlords to stabilize rents.

Relating To Housing.

Establishes the housing choice voucher landlord incentive program. Requires the Hawaii public housing authority to adopt rules without regard to chapter 91, HRS, to establish specified incentives for landlords who participate in the tenant-based assistance housing choice voucher program under section 8 of the United States Housing Act of 1937. Requires that the Hawaii public housing authority adopt rules to establish a maximum of fifteen days after receipt of an owner’s or landlord’s inspection request as a reasonable time within which to inspect a dwelling unit for lease under the section 8 housing choice voucher program. Appropriates funds. Effective 7/1/2050. (HD3)

Establishes a commercial rent relief grant program to be administered by the Department of Business, Economic Development, and Tourism. Requires that the commercial rent relief grants be given priority for moneys received through federal funding. Appropriates funds. Effective 7/1/2050. (SD1)

Relating To Transient Accommodations.

Makes it a misdemeanor for a hosting platform to collect a fee for booking services regarding transient vacation rentals that are not lawfully certified, registered, or permitted under applicable county ordinance.
