Requires school to provide epilepsy or seizure disorder care to student; provides for creation & implementation of individualized seizure action plan for students with epilepsy or seizure disorders to receive health care at school; provides requirements for DOE, schools, school nurses & certain other school employees, & such plans.
Provides that community associations may not prohibit law enforcement officer from parking his or her assigned law enforcement vehicle in certain areas.
Requires referenda elections related to tourist development taxes, tourist impact taxes, children’s services & independent special district property taxes, increases in county & municipal ad valorem tax millages, ninth-cent fuel tax, local option fuel taxes, & certain school district millage elections to be held on day of general elections.
Exempts from public records requirements certain information held by Florida Clerks of Court Operations Corporation & clerks of court; provides for future review & repeal of exemption; provides statement of public necessity.
Authorizes a sheriff to transfer funds between specified categories and code levels after his or her budget is approved; revises salary minimums for county sheriffs; provides for adoption benefits for law enforcements officers; creates Florida Law Enforcement Recruitment Bonus Payment Program; provides exemption from certain law enforcement officer training requirements for military veterans; provides requirements for skills training for law enforcement officers relating to officer health & safety; makes children of law enforcement officers eligible for Family Empowerment Scholarships; encourages school districts to establish public safety telecommunication training programs & offer law enforcement explorer programs; requires Board of Governors & State Board of Education to create process that enables eligible law enforcement officers or former officers to earn credit for college-level training & education acquired while serving an officer; creates Florida Law Enforcement Academy Scholarship Program; provides for reimbursement for out-of-state & special operations forces law enforcement equivalency training.
Requires PSC to regulate & enforce rates, charges, terms, & conditions for pole attachments; specifies PSC powers related to pole attachments; requires PSC to apply certain decisions & orders of FCC; provides guidance for use by PSC in making certain determinations; specifies party rights regarding pole attachments; requires PSC to provide certification to FCC upon adoption of certain rules; requires PSC to regulate safety, vegetation management, repair, replacement, maintenance, relocation, emergency response, & storm restoration of certain communications services providers; requires PSC to create process requiring advance hardening project notice; provides requirements for pole attachments & liabilities; requires PSC to adopt rules, including monetary penalties, by specified date.
Provides an appropriation for the Learning Independence for Tomorrow, Inc. (LiFT) Campus.
Requires boating safety education courses & temporary certificate examinations to include specified components; directs FWCC to include such components in boating safety education campaigns & educational materials; requires instructors of water sports & activities to use engine cutoff switches & wear operative links to switches under certain conditions.
Requires land surveyors to give preference to using prolongation-of-property-line method to establish property owner’s riparian rights along channel; requires courts to award reasonable attorney fees & costs to prevailing party in civil actions.
Revises prohibition relating to solicitation for construction services paid for with state appropriated funds; prohibits state or political subdivision that contracts for public works project from taking specified action against certain persons that are engaged in public works project or have submitted bid for such project; requires OEDR to include an analysis of certain expenditures in its annual assessment; requires counties, municipalities, & special districts that provide wastewater services & stormwater management to develop needs analysis.
