Creates Care for Retired Law Enforcement Dogs Program within FDLE; requires FDLE to contract with nonprofit corporation to administer & manage program; specifies requirements for nonprofit corporation & disbursement of funds for veterinary care of eligible retired law enforcement dogs.
Requires comprehensive plans & plan amendments that apply to certain lands within or near Everglades Protection Area to follow state coordinated review process; requires DEP to make determinations, consult, & coordinate with specified entities regarding such plans & amendments; provides additional limitation for compliance determination of such plans & plan amendments; prohibits & provides requirements for adoption of certain development amendments within Everglades Protection Area.
Requires boating safety education courses & temporary certificate examinations to include specified components; directs FWCC to include such components in boating safety education campaigns & educational materials; requires instructors of water sports & activities to use engine cutoff switches & wear operative links to switches under certain conditions.
Requires application for employment or appointment as law enforcement or correctional officer to contain specified disclosures; requires background investigation of applicant to include specified information; requires employing agencies to maintain employment information for minimum period; requires establishment of standards for officer training & policies concerning use of force; requires law enforcement agencies to establish policies for specified use of force investigations; requires investigation to include an independent report; requires report to be submitted to state attorney; requires law enforcement agencies to submit specified data to FDLE; prohibits child younger than certain age from being arrested, charged, or adjudicated delinquent for delinquent act or violation of law.
