Altering from 3 percent to 1 percent the annual interest rate paid on a security deposit under a residential lease after the end of a tenancy, the annual interest rate paid on a security deposit under a residential lease prior to the termination of a tenancy under specified circumstances, and the annual interest rate paid by a mobile home park owner on a security deposit at the end of a tenancy; and terminating the Act in 3 years.
