THRIVE Act Transform, Heal, and Renew by Investing in a Vibrant Economy Act

Establishes a program to address the economy, racial justice, and climate change. The President must establish a board to advise the President and the heads of federal departments and agencies regarding the implementation of this bill. The President, in consultation with the board, must establish a 10-year plan to create a society that enables and supports greater racial, Indigenous, gender, environmental, and economic justice; work opportunities; healthy communities; a stable climate; and healthy ecosystems. In addition, the President, in consultation with the board, must implement a program that provides support to public or private entities that carry out qualified programs. The programs must meet certain labor, equity, and environmental conditions and support infrastructure, including to expand access to pollution-free, renewable, and affordable energy; care workers and social infrastructure (e.g., health care infrastructure); expanded access to housing; efforts to protect and restore biodiversity or natural habitats and efforts to remediate pollution in communities harmed by environmental, economic, or socioeconomic injustice; agriculture, including agricultural workers; or the development and transformation of the U.S. industrial base, including by expanding manufacturing of clean technologies.

American Dream and Promise Act of 2019

Cancels and prohibits removal proceedings against certain aliens and provides such aliens with a path toward permanent resident status. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall cancel removal proceedings against certain aliens who entered the United States as minors and grant such aliens conditional permanent residence status for 10 years. The bill imposes various qualification requirements, such as the alien being continuously physically present in the United States and being enrolled in or having completed certain educational programs. DHS shall establish streamlined procedures to apply for conditional permanent residence for aliens who received Deferred Action for Childhood Arrivals (DACA) status and were not disqualified for renewal. DHS shall remove the conditional permanent resident status granted to such aliens, if the alien applies and meets certain requirements, such as completing certain programs at an educational institution or serving at least two years in the Uniformed Services and being discharged honorably. DHS or DOJ shall cancel removal proceedings against certain aliens who qualified for temporary protected status or deferred enforced departure status on certain past dates (both statuses temporarily protect covered aliens from removal). For such aliens who apply and pass the required background checks, DHS shall grant permanent residence status. DHS may not use information from applications to adjust status under this bill for immigration enforcement purposes. DHS shall establish a grant program for nonprofit organizations that assist individuals with certain immigration-related issues.

Housing is Infrastructure Act of 2021

Generally addresses housing affordability and infrastructure. The bill authorizes the Department of Housing and Urban Development (HUD) to provide grants, programs, and other support related to public housing, affordable housing preservation and construction, and mortgage access. The bill also establishes and funds the National Investment Authority (NIA) which must design, finance, and implement a strategy of long-term national economic growth and development. The NIA must select projects that coordinate investment of public and private capital in equitable, inclusive, and sustainable growth of the economy. Furthermore, the bill establishes the National Infrastructure Bank (NIB) to implement the strategy by engaging in credit market activities that support public and private investment in critical public infrastructure projects. The bill gives the NIA bond issuing authority and authorizes the Board of Governors of the Federal Reserve System to purchase these bonds. The Federal Reserve must lend funds on a short-term basis upon the request of the NIB and other subsidiaries. Additionally, the Department of the Treasury must provide for a line of credit not to exceed 100% of the NIA’s total assets. Finally, the bill (1) authorizes HUD to provide support for fair housing organizations, and (2) requires consultation with a fair housing enforcement organization as part of an application for certain housing grants or funds.

Protecting Our Democracy Act Protecting Our Democracy Act

Addresses issues involving (1) abuses of presidential power; (2) checks and balances, accountability, and transparency; and (3) election integrity and security. Specifically, regarding abuses of presidential power, the bill requires the Department of Justice (DOJ) and the President to submit to Congress specified materials relating to certain pardons, prohibits presidential self-pardons, suspends the statute of limitations for federal offenses committed by a sitting President or Vice President, prohibits the acceptance of foreign or domestic emoluments, and sets forth provisions regarding Office of Government Ethics and Office of Special Counsel jurisdiction and enforcement authority. To address checks and balances, accountability, and transparency, the bill authorizes specified actions to enforce congressional subpoenas, imposes limits on presidential declarations of emergencies, requires DOJ to maintain a log of specified communications between it and the White House, requires cause for removal of inspectors general, increases whistleblower protections, and requires a candidate for President or Vice President to provide copies of tax returns for the 10 most recent taxable years to the Federal Election Commission. To address election integrity and security, the bill requires federal campaign reporting of foreign contacts, makes various changes to requirements concerning foreign donations to political campaigns and candidates and foreign contributions to online electioneering communications, prohibits distribution of materially deceptive audio or visual media prior to an election (i.e., deepfakes), and establishes a program to support states and localities transition to ranked choice voting systems.

Inspire to Serve Act of 2021

Establishes new and expands existing military and national service programs, and revises federal personnel provisions. The bill establishes programs relating to civic education and service learning, including by providing grants supporting these programs for grades K-12 and at institutions of higher education. The bill also establishes the Council on Military, National, and Public Service which must coordinate executive branch policies to promote and expand opportunities for military service, national service, and public service. The Office of Management and Budget must create an online recruitment portal for service organizations. Additionally, the bill expands military service programs, including by expanding the Junior Reserve Officers’ Training Corps, establishing pre-service tuition grants in exchange for enlisted service commitments, and creating a pilot program for military departments to partner with community colleges and vocational schools to provide service members with access to technical education programs. Service programs are expanded by increasing the number of specified national service positions, increasing certain living allowances and stipends, and creating new fellowship programs. Federal personnel provisions are revised to, among other things, provide certain national service alumni with noncompetitive eligibility for federal employment.

Protecting America’s Wilderness and Public Lands Act Protecting America’s Wilderness and Public Lands Act Rosie the Riveter National Historic Site Expansion Act York River Wild and Scenic River Act

Provides for the preservation, conservation, and recreational use of public lands, including in Arizona, California, Maine, North Carolina, Oregon, Virginia, Washington, and the U.S. Virgin Islands. In Colorado, the bill designates wilderness, potential wilderness, a recreation management area, wildlife conservation areas, a national historic landscape, and special management areas and establishes the Greater Thompson Divide Fugitive Coal Mine Methane Use Pilot Program, the Fugitive Methane Emission Leasing Program, and a recreation area. In California, the bill establishes a recreation area, partnerships, and a special management area; designates a trail, wilderness, potential wilderness, and wild, scenic, and recreational rivers; establishes a special conservation management area; establishes the San Gabriel National Recreation Area Public Advisory Council and the San Gabriel National Recreation Area Partnership; and adds specified areas to the Rosie the Riveter/World War II Home Front National Historical Park. In Washington, the bill designates wilderness and wild, scenic, and recreational rivers. In Arizona and Oregon, the bill withdraws specified federal lands. In North Carolina and Virginia, the bill requires a study of designating an area as the Great Dismal Swamp National Heritage Area. In Maine, the bill designates a recreational river. In the U.S. Virgin Islands, the bill establishes a heritage area. In Virginia, the bill adds certain lands to Rough Mountain and Rich Hole Wildernesses. The bill extends the Cape Cod National Seashore Advisory Commission until September 26, 2028. The bill establishes an outdoor recreation legacy partnership grant program. The bill establishes a National Heritage Area System.

Affordable Housing Credit Improvement Act of 2021

Revises provisions of the low-income housing tax credit and renames it as the affordable housing credit. The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2021 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments, and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to increase state allocations of the credit; repeal the qualified census tract population cap; prohibit local approval and contribution requirements; increase the credit for certain projects designated to serve extremely low-income households; increase the credit for certain bond-financed projects designated by state agencies; eliminate the basis reduction for properties that receive certain energy-related tax benefits; and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

Violence Against Women Act Reauthorization Act of 2021 Violence Against Women Act Reauthorization Act of 2021

Modifies and reauthorizes through FY2026 programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. The bill also authorizes new programs, makes changes to federal firearms laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.
