Provide Certain Provisions Of Section 59-63-100, Code Of Laws Of South Carolina, 1976, Relating To Limitations On Homeschool Student Eligibility To Participate In Public School Interscholastic Activities, Are Wavied For The 2020-2021 And 2021-2022 School Years; And To Provide The Four Academic Course Requirement Of Section 59-39-160, And As Also May Be Provided By Regulation, For Students To Participate In Interscholastic Activities, Including Sports-related Activities, Is Waived For The 2020-2021 School Year Due To The Covid-19 Pandemic, And To Provide Students Must Achieve An Overall Passing Average In At Least Three Academic Courses And Be On Track For Graduation To Participate In Interscholastic Activities, Including All Sports-related Activities, For The 2020-2021 School Year. – Ratified Title

Amend The Code Of Laws Of South Carolina, 1976, By Adding Chapter 8 To Title 59 So As To Provide For The Creation Of Education Scholarship Accounts, To Provide Requirements For The Accounts, To Create An Education Scholarship Account Fund To Fund The Scholarships, And To Provide Related Requirements Of The Education Oversight Committee And The Department Of Administration, Among Other Things.

Absentee voting

Amend The Code Of Laws Of South Carolina, 1976, By Adding Section 7-13-25 So As To Establish Early Voting In The State; To Amend Section 7-11-10, Relating To Methods Of Nominating Candidates, So As To Prohibit Candidates From Filing More Than One Statement Of Intention Of Candidacy For A Single Election, And To Prohibit Candidates From Being Nominated By More Than One Political Party For A Single Office In An Election; To Amend Section 7-13-320, Relating To Ballots And Specifications, So As To Prohibit Candidates’ Names From Appearing On The Ballot More Than Once; To Amend Sections 7-15-220 And 7-15-380, Both Relating To Absentee Ballot Oaths, Both So As To Require The Printed Name Of The Witness In Addition To The Required Signature And Address; To Amend Section 7-15-320, Relating To Persons Qualified To Vote By Absentee Ballot, So As To Delete Certain Reasons For Which Absentee Voting Is Allowed And Add A New Reason For Persons Who Are Going To Be Absent From The County For The Duration Of The Early Voting Period And Election Day; To Amend Section 7-15-340, Relating To The Form Of An Absentee Ballot Application, So As To Require The Voter’s Driver’s License Number Or Other Personal Or Unique Identifying Number Associated With A Government-issued Photo Identification; To Amend Section 7-15-385, Relating To The Marking And Return Of Absentee Ballots, So As To Require An Authorized Returnee To Produce A Current And Valid Form Of Government-issued Photo Identification; To Amend Section 7-15-420, As Amended, Relating To The Receipt, Tabulation, And Reporting Of Absentee Ballots, So As To Allow The Examination Of Return-addressed Envelopes To Begin At 7:00 A.m. On The Sunday Preceding Election Day, To Allow The Tabulation Of Absentee Ballots To Begin At 7:00 A.m. On The Calendar Day Immediately Preceding Election Day, And To Create A Penalty For Public Reporting Of The Results Of Absentee Ballots Before The Polls Are Closed; By Adding Section 7-15-325 So As To Provide That Any Voter Who Is Designated As Having Previously Voted Absentee May Cast A Provisional Ballot On Election Day To Be Counted Only If The Voter’s Absentee Ballot Is Not Received; And To Repeal Section 7-15-470 Relating To In-person Absentee Voting.

Delete The One Percent Exemption To Individuals Over Eighty-five Years Of Age; To Repeal Sections 12-36-2130 And 12-36-2610 Relating To The State Sales Tax; To Provide That The Additional Revenue Generated By This Act Must Be Used To Reduce The Overall Sales Tax Rate; And To Re-enact The Joint Committee On Taxation And Require The Committee To Review The Provisions Of Section 12-36-2120.

Provide That The Bank Is Administered By The Commission Of The Department Of Transportation, To Eliminate Its Board Of Directors, To Revise The Definition Of The Term “qualified Project”, To Provide That A Project May Not Be Designated As An Eligible Project For Purposes Of Bank Funding In Advance Of The Current Availability Of Funding For The Completion Of That Specific Project, And To Revise The Criteria That Must Be Used In Making A Determination Whether An Eligible Project Is A Qualified Project.

Amend The Code Of Laws Of South Carolina, 1976, By Adding Chapter 32 To Title 17 So As To Entitle The Chapter “criminal Asset Forfeiture”, And To Provide Procedures For The Forfeiture Of Monies, Property, And Other Assets; To Amend Sections 16-3-2090, Relating To Trafficking In Persons, 16-8-260, Relating To Criminal Gangs, 16-13-175, Relating To Larceny Of Property And Motor Vehicles Used, 16-13-177, Relating To Timber Theft, 16-27-55, Relating To Animal Fighting And Baiting, 39-15-1195, Relating To Counterfeit Marks, 44-53-520, Relating To Controlled Substances, And 56-29-40, Relating To Chop Shops, All So As To Make Conforming Changes; To Repeal Section 44-53-530 Relating To Drug Forfeiture Procedures, Section 44-53-586 Relating To Return Of Seized Property To Innocent Owners, Section 44-53-590 Relating To The Offense Of Using Property In A Manner That Makes It Subject To Forfeiture, And Section 56-29-50 Relating To Forfeiture Of Motor Vehicles And Such; And By Adding Article 17 To Chapter 3, Title 23 So As To Provide That The Commission On Prosecution Coordination Shall Establish And Maintain An Asset Seizure And Forfeiture Tracking Database And Searchable Website That Includes Certain Information About Property Seized By Law Enforcement Agencies And Forfeited Under State Law Or Under Any Agreement With The Federal Government.
