Increases property tax exemption for residents who are widows, widowers, blind persons, or persons totally & permanently disabled.
Proposes amendment to State Constitution to authorize Legislature, for all levies other than school district levies, to grant additional homestead property tax exemption on $50,000 of assessed value of homestead property owned by classroom teachers, law enforcement officers, correctional officers, firefighters, emergency medical technicians, paramedics, child welfare services professionals, active duty members of United States Armed Forces, & Florida National Guard members.
Provides that disabled veterans receiving certain federal educational assistance benefits are eligible to receive waiver for tuition & fees at certain institutions; provides calculation for waiver amount; requires amount awarded by state to be contingent on application of specified federal benefits; requires institutions to submit annual report to Board of Governors & State Board of Education; requires boards to adopt regulations & rules.
Requires individual health insurance policies & individual HMOs to provide coverage for hearing aids for children 18 years of age or younger; specifies coverage requirements; provides insured & subscriber are responsible for certain costs that exceed policy limit.
Authorizes DHSMV to conduct pilot program to evaluate designs, concepts, & technologies for digital license plates; authorizes DHSMV to investigate feasibility & use thereof; authorizes DHSMV to contract with digital license plate providers; requires DHSMV to make written recommendations to Governor & Legislature; exempts digital license plate owner from certain penalties; specifies prohibited acts of digital license plate providers; provides civil penalty; authorizes DHSMV to authorize digital license plates to display validation, to be used for electronic toll collection, & to display parking permits; requires DHSMV to establish procedures for displaying information on digital license plates; specifies requirements for digital license plates, digital license plate providers, & digital license plate consumers; authorizes DHSMV to adopt rules.
Requires law enforcement agencies to annually report race & ethnicity data of certain violators to DHSMV; requires motor vehicle operator to display proof of maintenance of security to law enforcement officer; extends date by which DHSMV must implement rebuilt motor vehicle inspection program; adds counties where program is implemented; redefines “apportionable vehicle”; requires licensed mobile home dealers, RV dealers, mobile home manufacturers, & RV manufacturers, distributors, & importers to deliver certain documents to DHSMV within certain timeframe; specifies term of certain garage liability insurance policy; requires numbers assigned to ID cards & driver licenses to have randomly generated digits; requires certain commercial motor vehicles to meet certain federal requirements.
Requires hospitals & other state-licensed birthing facilities to test for congenital cytomegalovirus in newborns; revises timeframe for health care providers attending home births to make referrals; provides that primary health care providers are responsible for coordinating referrals under certain circumstances; requires providers to test newborns for congenital cytomegalovirus; revises timeframe for hospitals to complete newborn hearing screenings; requires test results be reported to DOH.
Provides tax credit to taxpayers who employ apprentices in apprenticeship program; provides cap on amount of tax credit per apprentice; specifies information taxpayer must provide to DOR to claim tax credit; specifies method for calculating tax credit; prohibits taxpayers from claiming tax credit for individual apprentice for more than specified number of years; authorizes tax credits to be carried forward for up to specified number of years.
Requires DVA to establish Veteran Suicide Prevention Training Pilot Program; provides purpose; requires participants to receive training; requires DVA to contract to develop training curriculum; requires DVA to oversee process for administering training & certifying participants; requires report to Legislature; provides appropriation.
