Amends criminal trespass in the first degree to include a person who enters or remains unlawfully in or upon the premises of a public housing project after reasonable request or warning to leave by housing authorities; excludes an invited guest. (SD1)

Restricts the eminent domain powers of the counties to ensure that private property, if acquired by a county through its eminent domain powers, is acquired only for public uses and not for private use. (SD1)
Creates a nexus standard for taxing out-of-state businesses on their business activities in Hawaii. Includes local affiliate agreements under the General Excise Tax (GET). Allows out-of-state and in-state businesses to file information regarding sales to residents of the State instead of collecting GET. Effective July 1, 2011. (SB1355 HD2)
Establishes a program for granting low-income housing tax credit loans in lieu of low-income housing tax credits administered by the Hawaii housing finance and development corporation; authorizes issuance of GO bonds to fund loans. (SD1)
Requires foreclosing lender to give notice to tenants of rental housing units facing foreclosure before tenant may be served with an eviction notice. Requires landlords to give notice of pending foreclosure to tenants of dwelling units. Provides remedies.
Requires mortgagors and mortgagees to explore options to avoid foreclosure, including modification or restructuring of loans; effective on approval and repeals 12/31/2012. Requires notice of foreclosure be given to a tenant of the foreclosed property. Requires that mortgagees provide notice to borrowers of means of avoiding foreclosure in the event of a default.
