Bill Summary

Prohibits rent increases during first year of month-to-month tenancies. Lengthens required notice periods for rent increases and termination] of certain periodic tenancies. Limits fee charged to tenants for second or subsequent noncompliance with written nonsmoking rules and policies to $250. Modifies provisions requiring landlord to provide emergency exits from bedrooms. Declares emergency, effective on passage.
