Landlord and Tenant – Water and Wastewater Charges – Billing Systems

Requiring a landlord to disclose to a prospective tenant the method used to charge tenants for the cost of utilities under specified circumstances; requiring a landlord to provide a tenant with information to document a bill for specified utilities if the landlord uses a ratio utility billing system; authorizing a landlord to recover payment of an arrearage due for specified utilities as rent; and providing for the prospective application of the Act.
